Converts frame-based CapCognition license plate detections into a stable temporal single-vehicle result. The class is thread-safe.

Configuration for LicensePlateTemporalTracker. The defaults are starting values and should be tuned with real recognition logs.
- StableLicensePlateResult
Stable output produced by LicensePlateTemporalTracker. Bitmap properties are copies and are owned by this result. Dispose the result when they are no longer required.
